Extraction and purification of waste water in the municipality of Kamnik

The purpose of the project is the construction of a sewerage system in the municipality of Kamnik and a comprehensive regulation of the extraction and purification of waste water. With this the international obligations, the implementation of the strategic orientations of the country in the field of communal infrastructure and the implementation of regulations in force in the field of environment will be fulfilled. The investment includes the construction of a sewerage system in the total length of 28 km.


Strategic and operational objectives of the project:

  • connection of new 3,077 inhabitants to the sewage system and the treatment plant,
  • safeguarding and protection of water resources,
  • reduction of emissions to water from municipal sources of pollution,
  • construction of adequate infrastructure for the extraction and purification of urban waste water,
  • remediation of pollution sources from settlements
  • improvement of conditions for conservation of biodiversity
  • improved security against pollution from sewage.

The project is divided into the following sections:

The upgrade of the Central Treatment Plant - Kamnik

Municipality of Domžale participates in the project within the upgrade part of the CTP Domžale - Kamnik to the tertiary biological treatment with a sequential batch reactor technology - SBR and a construction of the input object with the adoption of the cesspool sludge.

In accordance with the Decree on the emission of substances in waste water discharges from municipal wastewater treatment plants (Official Gazette of RS, Nos. 45/2007, 63/2009, 105/2010), the area of ​​settlement Domžale - Kamnik and the CTP Domžale - Kamnik must provide tertiary treatment until August 22, 2016, which means an additional removal of nitrogen and phosphorus. The cleaning effect of nitrogen and phosphorus compounds from waste water will be unsatisfactory under the new legislation and would - due to surplus of the concentrations - be an excessive burden to the environment.

By upgrading the biological levels of water lines the cleaning effect will be improved and, thus, the quality of the effluent, which will significantly contribute to the reduction of pollution of the river in Kamniška Bistrica will be improved, and be marked with a better ecological status. The CTP will also adopt and clean larger volumes of wastewater when rainfall from the mixed sewerage network. A safe operation within statutory limits and standards will be ensured and the excessive pollution of the environment reduced.

Subject of the project is also to build an entrance building and sludge reception. This will increase operational safety, allow a more efficient elimination of sand and larger particles, arrange adequate hydraulic flow to the CTP, increase the quantities of coarse purification of rainwater and reduce air emissions.

After the implementation of the investment the citizens will live in a cleaner environment, which contributes to a better quality of life.

Intentions and objectives

The upgrade of the CTP Domžale - Kamnik has environmental importance, the objectives of which are:

  • to solve the problem of wastewater treatment in the region (an area of ​​149,000 PE) for the 30-year period,
  • to ensure safe operation within statutory limits and standards and
  • to ensure a reduction in environmental pollution.

Technical solutions

Tertiary biological purification step (SBR)

An upgrade of the existing plants includes a construction of new facilities of the biological level of water lines, bins and excess sludge thickeners, a hardware pre-condensation of excess sludge and the disintegration of excess sludge before pumping into the digester, and the reduction of nitrogen in mud.

The subject of the upgrade are the following technological subassemblies or facilities:

  • the effluent from the primary sedimentation tanks,
  • distributor of water,
  • sequential pools,
  • object of the effluent measurement location,
  • excess sludge thickener,
  • hardware pre-condensation of mud,
  • bins of pre-condensated mud,
  • disintegration sludge,
  • precipitation of phosphorus,
  • a compressor station (existing facility)
  • feeding an external source of carbon,
  • mud pumping,
  • air biofilter,
  • a new substation and
  • a reduction of nitrogen in mud.

Boarding facility

Due to the increased demands of operational security, more effective elimination of sand and larger particles, achieving a greater flow through the mechanical pre-cleaning and replacement of some worn-out equipment a reconstruction of the existing entrance building is estimated. At the same time a construction of the facility for various slurries, which are being collected in two separate pools and drawn in two different locations - in the digester or aerated sand trap and trap fat is planned.

The existing entry facility, which includes the discharging of the rain influx and a rough rake with a conveyor system for the ejection of culled rakes’ waste into the containers, will be completely demolished and a new entrance building as a covered single-story structure will be built. The following technological subassemblies will be carried out in the facility: relief valve I., coarse rakes mounted onto the bypass with the discharge into the system of the spiral conveyor, rock catcher with a hydraulic device to extract the penstock precipitated sand/stones in a container for sand with the size of 5 m3, two coarse and fine electric rakes in double kinetic with associated transport equipment for the evacuation on the rakes culled waste into three containers (AC charging), and a water flow meter. All containers are installed in a closed facility.

Access to the facility and all the three containers can be found on the north and south side of the facility. These go through electrically charged revolving doors, which are designed to allow smooth passage for and loading of the collection containers. For free access of goods vehicles in the input object will be the northern edge of the road at the entrance pumping shifted slightly to the pumping facility. An access road will be built on the north side of the plot, which will enable circular traffic through the facility, mainly for the removal of containers. This road will also enable a driveway for vehicles that transport waste water to the facility. After the completion of the reconstruction of the entrance building the existing fine rakes mounted on the sand catcher will be removed. The biofilter will be located in the northern part of the object.

In the context of the reconstruction of the entrance building the existing relief valve at the inlet pumping station will be reconstructed. The length of the discharging overflow will increase. Before the start of the reconstruction of the entrance building the inflow of water to the CTP into an existing recess will be temporarily diverted. From here the water will shift to the input pumping station.

Sludge receiving facility will be built out as a two-floor structure, with two underground storage tanks and a machine house and a ground floor in which fine electromotive rake with a conveyor system will be installed. Part of the ground floor is fitted with electric switchgear blocks and a place with a container for waste collection. The estimated reconstruction will also reduce air emissions.

The construction of sewerage network in the municipality of Komenda

In the Municipality of Komenda we tend to follow the guidelines for orderly communal area of ​​the entire county. Therefore, we joined the project Extraction and purification of waste water in the area Domžale - Kamnik, which includes investments in sewerage network and an upgrade of the treatment plant Domžale - Kamnik, and is funded by the European Cohesion Fund and Member. Overall objectives that are set to achieve are:

  • a construction of suitable infrastructure for the extraction and purification of urban waste water,
  • the reduction of emissions to water from municipal sources of pollution,
  • the remediation of pollution sources from settlements,
  • connecting new 6,586 PE to the sewerage system after the completion of the investment, (2017), of which 6,064 households and 522 PE from the activities,
  • to connect the new PE from the area of ​​the Municipality of Cerklje na Gorenjskem to joint central treatment plant Domžale - Kamnik,
  • the construction of canals with a total length of 47,167 meters.

In the agglomerations of the municipality of Komenda: Komenda, Nasovče, Klanec, Breg and Poslovna cona Komenda the connection of 2,995 PE (2,473 PE of the population and 522 PE of the activities) additional drainage systems is estimated to be installed onto the Domžale - Kamnik CTP. Until 2017, the agglomeration ID 4079 Komenda there will be a 95.13 % connection rate to the system of extraction and purification.

Within the project a construction of a separate discharge of rainwater and wastewater is being carried out. The project is implemented in settlements Komenda, Moste, Suhadole, Gora, Gmajnica, Podboršt, Mlaka in Žeje. All waste water which is in the area, are being evacuated into the newly designed channels to an existing sewage collector in the municipality Menges. The waste water from areas of settlements Gora, Gmajnica, Podboršt, Mlaka and Komenda are being discharged from the newly designed channel "S" to the existing part of the collector S and continue to the existing main collector PC, which is an integral part of the sewerage system of the municipality of Komenda. In the central part of Moste and all the way to the existing treatment plant (due to its wear and tear it is being phased out) a collector with the estimated secondary channels has already been built. A connection of the main collector ML1 onto the collector S is estimated via an existing channel G. The main and secondary channels of settlements Gora, Mlaka and Podboršt, and secondary channels of the labor settlement Gmajnice will converge into the collector ML1. In the area of ​​the village Gmajnica there is a partially build primary and secondary sewerage for a possibly built connection to the collector 1. The channel S consists also of the collector 1. Designed secondary channels and the main channel K5 collector and two secondary channels will converge into the channel 1. The villages Potok, Klanec, Breg and Nasovče will be mounted on the panels 1, 2 and K5. The same goes for the sewerage network of the Municipality of Cerklje na Gorenjskem, which discharges its waste water at the CTP Domžale - Kamnik.

Municipality of Komenda has made an agreement to consider connecting wastewater through the collectors PC, S, 1, K5 and 2 from the municipality of Cerklje na Gorenjskem of 10,000 PE and, thus, enables the municipality of Cerklje na Gorenjskem to use the treatment plant Domžale - Kamnik. The existing parts of collector PC, S and 1 allow greater dimension for the tube profiles for a separated sewer system, due to the connection line from the municipality of Cerklje na Gorenjskem.

For the connection of the settlements Nasovče, Breg, Potok and Klanec to the scheduled channel Komenda - Moste (collector S) two pool channels are predicted to be built: Collector 1, which runs from the municipal boundary with the municipality of Cerklje to Nasovče, then continues to Breg, Potok and Komenda all the way to the existing TP Komenda, where it connects with the scheduled channel Komenda - Moste (S channel). The second collection channel - Collector 2 - runs from the municipal boundary with the municipality of Cerklje until Klanec and connects to the collector 1 in the village Potok. The Municipality of Komenda alredy took into account the increase of channel profiles in the already existing parts of the collector channel 1, S channel and PC channel.

The primary purpose of the investment is to build a comprehensive system of primary public sewerage network to enable connection to the sewerage facilities in already populated, but not yet channeled areas, and the discharge of wastewater to protect and prevent the pollution of groundwater and surface waters, thus ensuring better conditions of life of the local population.

Sewage area north of Mengeš and under Grobeljska cesta

The Sewerage network in the municipality Menges is part of a single system, which also includes the sewages in the municipality of Domžale, Komenda, Kamnik and Trzin, and ends in the CTP Domžale - Kamnik.

The investment program envisages two segments:

  1. Extraction and purification of waste water in two areas of the city Mengeš, which have not yet been fitted with drains, namely:
    • the area north of Mengeš - over the discharge relief valve and
    • the area under the Grobeljska cesta.
  2. Restoration of other municipal infrastructure in both of these areas, namely, the restoration of the water supply system, street lighting, storm sewers and roads, and TK sewers.

The investment under the item. 1 is part of a joint project with the title The Extraction and Purification of waste water in the area of ​​Domžale - Kamnik, which includes investments in drainage and sewage treatment in the municipalities Cerklje na Gorenjskem, Domžale, Kamnik, Komenda, Mengeš and Trzin. The operation is performed under the Operational Programme for the implementation of the cohesion policy for the period 2014–2020 and is expected to be financed by the Cohesion Fund. Implementation of the planned works carried out from 2014 onwards, the work will be completed in 2016.

Investment in the construction of a sewerage network is - according to the control data - executed in the following scale:

  • area A (completed obtained an operating permit
  • area B (completed) obtained an operating permit
  • area under Grobeljska cesta completed 90 % of construction work.

The investment objectives are:

  • to ensure appropriate municipal infrastructure in both of these areas,
  • reduction of emissions to water from municipal sources of pollution,
  • remediation of pollution sources.

Operation pursues the objectives of the Operational Programme for the implementation of the cohesion policy for the period 2014–2020 to contribute to the achievement of specific objective “Reduction of water due to the construction of infrastructure for the collection and treatment of urban waste water” within the priority axis “Improving the state of the environment and biodiversity”, namely:

  • to construct an adequate infrastructure for the extraction and purification of urban waste water, which is registered in the national program as an area that must be equipped with the sewage system in accordance with EU directives on the collection and treatment of waste water and the pre-accession treaty,
  • reducing the impact on the environment (water, land).

The bio-filter will be located in the northern part of the input object.

In the context of the reconstruction of the entrance building will reconstruct the existing stormwater overflow at the inlet pumping station. Increase the length of the discharging overflow. Before the start of the reconstruction of the entrance building will be the inflow of water to the WWTP temporarily diverted into an existing recess. Taking here the water will shift to the input pumping station.
